yeah, amd64 debs aren't going to work on another architecture. you're going to need to port the bootstrap process to aarch64 to get that working.

another option would be to see how cross-compilation goes from an already-built pentacle

if you spelunk in the scripts comprising pentacle and the various builds, you'll see BUILD, HOST, and TARGET variables
