23:50 wilbns also, in kenya, for example bitcoin doesn't provide much utility beyond what m-pesa already does. the current area companies like bitpesa are trying to get traction are in remittances (where one party doesn't have m-pesa because they're outside the country), or by pitching it as a speculative financial instrument or novelty.
